The Rafale Rostrum

Once again the jostling between the government and the opposition has put the spotlight on the Rafale deal. The trading of barbs by both the sides and the use of “Rafale Rostrum” to play politics has serious implications for national security.

Clearly at the beginning itself of my analysis let me state that Rafale deal is not NDA’s Bofors, though, opposition in general and principal opposition party, in particular, might want to portray it so. While the Government’s handling of the issue can best be described as non-serious the opposition’s can be aptly described as damaging.

The main issue has been around the pricing of the deal. The principal opposition alleges that they negotiated a better deal than the present government. They allege the present government with crony capitalism resulting in benefits to a private player. The Government’s bleak defense is based on the secrecy pact (signed by erstwhile UPA Government) as well argue that in the prevailing circumstances that were the best deal.

Both the sides are avoiding getting into specifics so as to keep the pot simmering for respective political gains, rather than regard for national security.

Some points to put things in perspective

  • As the number of units is less, the price ought to increase a little.
  • Adjusting for inflation over the years (remember UPA is referring to prices in 2008, whereas the deal matured in 2015) the prices naturally rise.
  • The making of planes in France will decrease the cost, as setting up manufacturing infra would have resulted in the rise in cost.
  • Specific modifications for India (reportedly 13 in no.), which includes integrating Indian and Israeli equipment is a costly process.
  • Meteor (AAM 300km) and scalp missiles and other weapons package which gives an edge to India in the whole South East Asia (China and Pak both lack such capabilities).
  • Offset requirements being met, so the development of defense and aviation sector in India.
  • Reliance defense will not make planes but it is a mere offset partner with Dassault the firm manufacturing Rafale. So the allegation that HAL’s share was given to Reliance emanates from the poor understanding of Indian Offsets structure in such Deals.

The way Forward

Such Political bickering over issues of critical importance to the country’s defense needs is not healthy for the morale of forces as well as is clearly not in national interest. The Opposition should be mindful of the criticality of the issue.

However, to do justice to the cause of transparency and probity, the government can reveal the details to the defense committee of Parliament (has representation from all major political parties) or hold a secret sitting of the house as permitted by the constitution. The members of such forums are bound by the oath of secrecy. Hence, being compliant with the pact as well as ensuring that the opposition’s concerns are taken care of.
