The pact will facilitate the transfer of crucial military tech from the US to India, as US regulations allow very sensitive tech transfer only to countries with which it has such pacts. 2+2 dialogue, all four ministers gather in New Delhi.

“This meet was a focus on regional stability in South Asia, South-East Asia and Indo-Pacific… India being a part of groups like the ASEAN also help greatly in this endeavor,” Foreign Minister Sushma Swaraj said. “In today’s meet we have agreed to speed up the process of India’s entry into the NSG (Nuclear Suppliers Group),” Ms Swaraj said.

It is believed that India signed this agreement as a bargain to wavier of sanctions with respect to Indian arms purchases from Russia. It is also feared that the Indian participation for such an act is a signal to China that binds India more firmly in “the quad”, comprising of Japan, Australia, US and India.
